AOTA’s Regulatory Affairs Department advocates for fair coverage and payment policies for occupational therapy by Medicare and other public and private payers.
Department staff analyze statutes, regulations, legislative activity, agency guidance, and court decisions relating to the reimbursement of health care services and supplies. We draft responsive comment letters, provide input to federal agency staff, challenge problematic coverage policies, and craft educational materials for members. We also provide support with Congressional advocacy efforts and strategize regularly with coalition partners on policy matters. Staff members regularly compose articles for trade and scholarly publications and electronic fact sheets for members. Focus areas for the Department include: compliance with Medicare Part A and B rules, payment reform, post-acute care bundling, the therapy cap and concomitant policies, coding and billing, quality reporting, and cost-effectiveness.
